Someone is always paying for it. I know of a coffee shop that requested that meters because so many drivers parked their cars near and around their cafe all day everyday leaving no place for their customers. I prefer the idea of making driving and parking a little less convenient. Lack of nearby parking has never prevented me from going some place I really want to go or need to go.
